• Defendant or probationer (client) ordered—pretrial or post-sentencing—to SCRAM electronic monitoring program for:
- DUI - Family court/child custody
- Domestic violence - Any instance where alcohol is a contributing or
- Juvenile mitigating factor requiring abstinence or
monitoring/reporting
• Judge/probation officer/case manager signs directive, including start date and length of monitoring
• Orders or requests for monitoring may be emailed to Sierra Nevada Electronic Monitoring
• Client must contact Sierra Nevada Electronic Monitoring for appointment within 24 hours of receiving the SCRAM order
• Generally, installation takes place at our office in Winnemucca, Nevada, but we are able to accommodate clients at their location under special circumstances
• Client must provide Sierra Nevada Electronic Monitoring with all pertinent court documentation
• Sierra Nevada Electronic Monitoring shall notify the reporting agency, court, probation officer, or case manager of successful installation or failure to enroll
• Client must abide by the terms outlined in the SCRAM Participant Agreement
• Continuous Alcohol Monitoring (CAM)
- With its dual technology, each CAM bracelet can provide continuous 24/7 alcohol monitoring (CAM) only or both CAM and House Arrest (HA). Noncompliance is reported within 24 hours of the confirmation and includes:
o Alcohol consumption
o Use of alcohol-based products
o Certain environmental alcohol alerts
o Attempts to tamper with or circumvent the technology
o Failure to download data as directed by terms of the SCRAM CAM program
o For optional House Arrest, violation of HA schedule and parameters reported by standard or priority notification as specified by the court or agency
• Remote Breath
- Remote Breath noncompliance is reported by standard or priority notification as specified by the court or agency, and includes:
o Alcohol consumption with BrAC level
o Incomplete or missed tests
o GPS data when the test took place
o Results of client identification
• GPS
- Reports of GPS noncompliance are customized to meet the needs of the court or agency, and include:
o Inclusion and exclusion zone violations
o GPS location data
• House Arrest
- House Arrest noncompliance is reported by standard or priority notification as specified by the court or agency and includes:
o Violation of House Arrest schedule and parameters
• A Sierra Nevada Electronic Monitoring representative is available to appear in court for all violations
• SCRAM technology has been peer reviewed and has met the Frye/Daubert standard
• Sierra Nevada Electronic Monitoring must receive court- or agency-approved notification of removal
• SCRAM program is deemed successfully completed when client:
- Completes monitoring period without violation
- Has all equipment removed by an Sierra Nevada Electronic Monitoring staff member and has satisfied all financial obligations to Sierra Nevada Electronic Monitoring
• SCRAM is an offender-paid program
• Daily monitoring fees are as follows:
- CAM: Wireless $14/day House arrest can be added at no cost
- GPS: $13/day
- Remote Breath: $12/day
-VCheck: $9/day with an $85.00 install Fee
• A one-time install fee of $125 will be charged for all ankle monitors
